GOVERNANCE AND HUMAN RESOURCES COMMITTEE CONSIDERS KEY STRATEGIC MATTERS

The Governance and Human Resources Committee convened yesterday , 11 June, where Chairperson Councillor Nkosenhle Madlala and Committee members considered a range of strategic reports presented by various Municipal directorates.

The reports provided critical insights into key programmes and institutional priorities and were tabled for noting, discussion and decision-making.

Committee members engaged extensively on matters aimed at strengthening governance, reinforcing accountability and promoting ethical management across the Municipality. 

These efforts support the ongoing development of a well-managed, efficient and ethically driven eThekwini Municipality that responds effectively to the needs and expectations of residents.

Several items were also noted and recommended for referral to the Executive Committee (EXCO) for further consideration. All matters remain subject to formal approval by EXCO and Full Council.

COMPLIANCE WITH MUNICIPAL STAFF REGULATIONS: REVIEW OF THE RECRUITMENT AND SELECTION POLICY

The Committee approved the review of the Recruitment and Selection Policy to ensure compliance with the Local Government: Municipal Staff Regulations.

All municipalities are required to review their human capital policies to align with the mandatory regulations. The review follows earlier deliberations by the relevant portfolio committee, which recommended further engagement with the Department of Cooperative Governance and Traditional Affairs to clarify several issues raised during discussions.

Subsequent engagements and initiatives were undertaken to address these concerns and ensure compliance prior to implementation.

OCCUPATIONAL HEALTH AND SAFETY DIRECTORATE THIRD QUARTER REPORT: 2025/26

The Committee received the Occupational Health and Safety (OHS) Directorate's third quarter report for the 2025/26 financial year, which highlighted progress, achievements and the status of Service Delivery and Budget Implementation Plan targets and related programmes.

The Directorate continues to provide professional and technical OHS services across all Municipal directorates, including the implementation of comprehensive health, safety and environmental management systems, as well as preventative programmes aimed at mitigating occupational health and safety risks throughout the Municipality.

By the end of the third quarter, the Directorate had achieved targets across most of its programmes.

REVIEWED ASSISTED EDUCATION POLICY

The reviewed Assisted Education Policy was presented to the Committee for consideration and approval.

The policy provides a framework for supporting employee development through structured learning opportunities aimed at enhancing skills, building institutional capacity and improving organisational performance.

The review process included consultation with key stakeholders, including the Local Labour Forum, to ensure alignment, inclusivity and relevance.

The Committee approved the revised policy.

FINAL DRAFT 2026/27 INTEGRATED DEVELOPMENT PLAN RECOMMENDED FOR COUNCIL ADOPTION

The Committee recommended the final draft 2026/27 Integrated Development Plan (IDP) for adoption by Council in terms of Section 28(1) of the Municipal Systems Act, 2000 (Act No. 32 of 2000).

The IDP serves as the Municipality's principal strategic planning instrument, guiding development priorities, service delivery objectives and resource allocation for the financial year.

It reflects the City's long-term vision and is informed by extensive public participation and stakeholder engagement to ensure alignment with community needs, as well as national and provincial development priorities.

AMENDMENT OF CONTRACT FOR OFF-SITE WAREHOUSE STORAGE AND SCANNING SERVICES

The Committee noted a report on amendments to contract 1A-4034 for the provision of an off-site warehouse storage facility and scanning services for Municipal records, in terms of Section 116(3) of the Local Government: Municipal Finance Management Act, 2003 (Act No. 56 of 2003).

The facility enables the secure storage of Municipal records and documents, while the scanning services support the digitisation of records to improve accessibility, records management and operational efficiency.

This approach enhances document preservation, reduces physical storage constraints and supports the Municipality's transition towards modern digital record-keeping systems.

SALARY AND WAGE INCREASE FOR EMPLOYEES WITHIN THE REGISTERED SCOPE OF THE SALGBC

The Committee supported the determination of the South African Local Government Bargaining Council (SALGBC) regarding salary and wage increases for the 2026/27 financial year for employees falling within the registered scope of the SALGBC, in accordance with the five-year Salary and Wage Collective Agreement.

Relevant parties, including SALGA, IMATU and SAMWU, agreed that the salary and wage increase, in terms of Clause 6.6 of the collective agreement, will be 4.75% with effect from 1 July 2026.

Municipalities are required to implement the increase in accordance with the provisions of the collective agreement.

The Governance and Human Resources Committee remains committed to driving transformation, strengthening accountability and building a high-performing Municipality that delivers efficient, responsive and sustainable services to the people of eThekwini.
