Masakhane Programme
Masakhane programme came as a national campaign aiming at encouraging community members to pay for services rendered by municipalities. Over the years, due to legislative imperatives, the approach took the form of an outreach programme that promotes and strengthens s communication between the municipality and citizens. This further encourages interaction between elected representatives and the community.
Masakhane as public participation vehicle strives to contribute to the improvement of communication between government and communities through various platforms of community participation. It is intended that through these engagements, the community of EThekwini will be better informed about policies, procedures and processes, and services provided by each department / Unit thereby improving communication. Better-equipped communities will be able to take initiatives to improve their living conditions thereby improving the quality of their lives.
Community-based structures (stakeholder participation programme)
CBP is a form of participatory planning designed to promote community action, Ward-Based Planning, and linkage into the Integrated Development Plan (IDP).
It takes information generated by the ward and uses it effectively to inform council departmental plans since all departments are expected to implement what is reflected on the IDP.
CBP is a bottom-up approach to a Municipal wide planning process.
It ensures that poor people are actively involved in managing their development through extensive ward planning at the ward.
Amakhosi Traditional Leadership Support
The office provides administrative support to Traditional leadership within Municipality collaborating on projects and programmes that Amakhosi needs to be implemented in traditional communities. Managing the sustainable relationship between Traditional Leadership Institutions and the Municipality.
Regional Co-ordination
Coordination for effective service delivery is vital; the office provides p/p expertise in facilitation support and community function activation. We have demarcated the municipality into 6 regions, each region has a regional -coordinator and community mobilizers responsible for all wards within the region.
There are 111 wards and 6 regions, each ward is serviced by a Community Mobiliser who is responsible for information sharing in the ward. Community Mobiliser is an interface for the Unit and the public which is our mandate as a municipality, to encourage active engagement of communities in government matters to improve the standard of living.
